The Army Corps of Engineers requires these permissions to move forward with recovery efforts, and delaying could lead to the city making decisions on your behalf.

In past disasters, such as major wildfires across California and Hawaii, residents who did not proactively submit ROE forms found themselves with fewer options and less control over the recovery process.
